&lt;p&gt;I personally prefer this kind of sort (only adding another css by section if is required):&lt;/p&gt;

&lt;ul&gt;
&lt;li&gt;layout.css&lt;/li&gt;
&lt;li&gt;forms.css&lt;/li&gt;
&lt;li&gt;menu.css&lt;/li&gt;
&lt;li&gt;ie6/ie7.css&lt;/li&gt;
&lt;li&gt;tools.css (clearfix, floats, very common classes...)&lt;/li&gt;
