On Thursday, the President of the United States of America claimed “I don’t think anybody anticipated the breach of the levees.“

The Army Corps of Engineers gave plenty of warning that the levees were designed for a Category 3 hurricaine, and would likely not survive Katrina. Katrina was estimated to come on shore as a Category 5. It came on shore as a Category 4.
